Lazo reincarnates this original version and at a tier lower, just like Mutsu did for Nagato and Ashitaka did for Amagi. In World of Warships, Chapayev's A-Hull had a steam catapult for launching aircraft and this was lost when you upgraded to the B-Hull where you got access to radar instead. Like Mutsu and Ashitaka before her, it's best to think of Lazo as an "A-Hull" Chapayev tweaked and turned into a premium ship.
